Some of you might have gotten your hands on the iPad 3G. You might be a little disappointed to find out than video streaming over 3G network is not available to apps other that Youtube and Netflix. Well, here’s a little explanation on why is that so.
According to Apple’s HTTP Live Streaming Overview:

iPhone and iPad apps that send large amounts of audio or video data over cellular networks are required to use HTTP Live Streaming. […]
 
You must include a low quality stream of no more than 64 Kbps for your app to resort to when network conditions demand it, along with the higher quality streams you want to deliver to your customers when the network can support it.

 
Which explains why Youtube is able to stream over 3G, because they implemented a lower quality stream for worse network conditions.
